This comes just a week before the console release.
Warner Brothers gave a report stating this:
The current-generation, Xbox 360, and PlayStation 3, already have access to this game. The PlayStation 4 will have its version of the game to play. Our friends in the UK will see the release come November 29th.
With rumors that the Xbox One might be underpowered, things like this can only add fuel to an already exaggerated fire. I hope this is not the case, I’ll keep my fingers crossed it’s just a developer issue they’re not wanting to discuss now.
